I am sorry for the issues you are experiencing.
Please note the black screen is a known issue with Intel® HD Graphics driver version 15.31.9.64.3165 (9.18.10.3165). You may want to uninstall such version and download 15.31.3.3071 (9.17.10.3071).
The other behavior you got when trying to connect may be explained by a possible TV firmware and Windows* 8 compatibility. If the below statements are correct we may be able to confirm such compatibility issue.
- Both laptops connect properly to the PTV2000.
- The laptop that connects properly to the new TV uses Windows* 7.
You may want to check with the TV manufacturer regarding a firmware update for your TV or try to use the workaround from the following article:
