The baud rate should be 115200. Can you double check your cable? Can you include a screenshot of your Device manager with the Ports drop down extended and a screenshot of your putty settings?
By the way, can you explain why you are checking the IP address? are you trying to connect via Wi-Fi or the UART port on Galileo?
